GENERAL PERSONNEL DISASTER DUTIES
Superintendent of Schools
The Superintendent of Schools is responsible for seeing to all pre-disaster planning and preparedness for a disaster. He shall:
Pre-Emergency
1. Delegate to his immediate staff the responsibility for the uniform planning and execution of details of the disaster program for the schools, including an emergency evaluation plan and evacuation plan.
2. Supervise and confer as necessary with the delegated employees to clarify, evaluate, and revise the program, make certain that everyone understands his/her assignment and assure that all directives are being implemented.
3. Direct that each school principal prepare and publish plans for his/her school for coping with emergency or disaster situations.
4. Establish a communication system and a district control center.
5. Arrange for in-service training of school district personnel in disaster techniques.
6. Insure that prescribed training and disaster plans are implemented by regularly scheduled emergency drills and practices for all schools in the regular school calendar.
7. Insure that the name and phone number of each person trained in first aid is available and included in this manual.
8. Direct a staff member to plan for the safe storage of important district records.
9. Print and insure that all the latest warning signals are posted on each campus.
10. Inform the public, particularly parents of enrolled pupils, about the school district’s emergency program and the responsibilities of both the district and the parents.
11. Make sure that a list of emergency personnel, such as law enforcement, fire, medical, etc., with telephone numbers and addresses is prepared, kept current, and posted or otherwise maintained in the district office, and at each school, so as to be readily available in an emergency.
12. Periodically review with all designated personnel, the progress in the planning and effectiveness of emergency programs and stimulate other needed activity.
Disaster and Post-Emergency
1. Direct effective control of all school district disaster activities.
2. Take steps for safety and protection of all pupils and school personnel.
3. Serve as and/or designate a district spokesman.
4. Work to return schools to normal operation as rapidly as practicable following the emergency.
Pre-Emergency
1. Plan details of the disaster program.
2. Conduct staff training to clarify, evaluate, and revise the program.
3. Establish a communication system among the schools and a district control center.
4. Arrange for in-service training for school district personnel in disaster techniques.
5. Provide a means to keep all district personnel and students informed of latest warning signals.
6. Provide and update, as needed, a list of emergency numbers.
7. Keep the public and parents informed about the district emergency program, outlining the duties and responsibilities of both the district and parents.
8. Assist in the evaluation of the emergency plan.
School Principals
The principal of each school is responsible for all pre-disaster planning and preparedness for his/her school, subject only to the directives and guidelines issued by the Superintendent of Schools. In the event of an emergency, he or his designated representative will assume over-all direction of disaster procedures for his school.
In discharging his responsibility, the principal shall:
Pre-Emergency
1. Appoint and alternate who shall assume the duties of the principal in his absence and made duty assignments of school personnel.
2. Subject to the directives of the crisis communication plan and other guidelines established by the District:
a. Develop disaster plans for the school and keeps such plans operative at all times.
b. Insure that school personnel and students are properly informed about the school disaster plan.
3. Insure that there is an adequate warning system available and that the various alarm signals are known, practiced, and understood.
4. Survey the physical and structural advantages and disadvantages of her/her building and select the areas of comparative safety for groups to use in a disaster.
5. Plan primary and alternate traffic control plan within the school plant.
6. Arrange for instruction and training of students to insure their safety in the event of a disaster.
7. Maintain all emergency equipment and supplies in usable condition.
8. Know the location and mechanics of the main electrical power disconnection sites and gas shut-off valves.
9. Acquaint parents with the school disaster preparedness plan.
Disaster and Post-Emergency
1. Assume over-all direction of the school disaster procedures.
2. Direct evacuation of the building, using fire signals and procedures as required for fire, threatened explosion or following cessation of tornadoes, etc.
3. Arrange for transfer of students when their safety is threatened.
4. Issue order to teachers if children are to assemble in pre-selected safe areas within the school.
5. Report, as practical, situations and conditions to the superintendent of schools.
Teachers
Teachers will be responsible for the supervision of students in their charge. In discharging the responsibility, they will be governed by the general instructions in the crisis communication plan and by specific directives and guidelines issued by the office of the superintendent of the principal of their school
In discharging this responsibility, each teacher shall:
Pre-Emergency
1. Know, understand, and keep up-to-date on the hazardous effect of different disasters and the survival techniques of each.
2. Provide instruction and practice for pupils in the techniques of survival and in the emergency procedures to be followed.
3. Keep personal data on each student readily accessible at all times.
4. Have planned activities for use during periods of confinement to lesson possible tension and hysteria in a disaster situation.
Disaster and Post-Emergency
1. Direct evacuation of students under supervision to inside or outside assembly areas, in accordance with signals, warnings, or other official communication.
2. *Give the “drop” command when appropriate.
3. Remain with students until relieved by authority of the principal.
4. Take roll when class relocates in an outside or inside assembly area or other location, or as soon as a condition of order or safety is sufficiently reestablished to permit such action.
5. Report missing students to the principal if it is believed students may still be in the school structure.
6. Send students in need of first aid to the school nurse or person trained in first aid.
7. Render first aid, extinguish incipient fires, restore order and assist other teachers and students as needed.
8. If not on classroom duty with students, report at once to pre-assigned station or to the principal.
• The “drop” command should be given immediately in the event of an explosion at school or within the school building. If the explosion occurs within or threatens the building, teachers will then implement action: Leave the building.
School Nurse
The responsibility of the nurse shall be:
Pre-Emergency
1. Maintenance and inventory of all first aid supplies.
2. Conduct first aid and medical self-help course for district personnel.
3. Designate, in each school of the Olney ISD, a qualified member of the school staff not charged with conflicting duties in an emergency, who will act in the capacity of the school nurse if the nurse is not available.
4. Plan procedures for caring for injured within the school including:
a. Training of assistants
b. Setting up first aid teams
c. Establishment of first aid stations, hysteria room and morgue.
5. Plan methods to solve potential health and sanitation problems.
Disaster and Post-Emergency
1. Administer first aid.
2. Supervise administration of first aid by those trained in it.
3. Organize distribution and use of first aid medical supplies.
School Counselors
Counselors play a very vital role in crisis situations. Their responsibilities are:
Pre-Emergency
1. Develop a plan of setting up a crisis center for their respective campuses.
2. Assist in organizing campus crisis management teams.
3. Assist in training teachers to counsel students in a crisis situation.
4. Maintain appropriate records of crisis counseling sessions.
5. Compile a list of referrals (community services) and distribute to parents as needed.
Disaster and Post-Emergency
1. Counsel students having difficulty dealing with the crisis situation.
2. Monitor at-risk students (students who might be adversely affected by the crisis).
3. Document all consultation.
4. Refer parents of students in need of additional assistance to the appropriate community agency.
5. Conduct a follow-up of students who received counseling during the crisis.
School Custodians
The responsibilities of the school custodians shell be to:
Pre-Emergency
1. Plan damage control for different disasters.
2. Maintain all fire equipment in perfect condition.
3. Know locations of mail electrical panel, all lighting panel disconnections for mechanical equipment, shut-off valves to gas supply, telephone equipments boards, etc. The custodian may be designated by the principal to shut down all utilities in the event of a disaster.
Disaster and Post Emergency
1. Conduct damage control as practical
2. Survey and report damage to principal
3. Safeguard usable water in building.
Cafeteria Manager
The cafeteria manager will have a pre-disaster responsibility of planning and stocking food supplies and water within practical limits of each school.
In a disaster, all cafeteria managers will:
1. Turn off all utility outlets in the cafeteria.
2. Cover and preserve all usable food and water
3. Direct the rationing, use, and preparation of food and water whenever feeding students becomes necessary.
Bus Drivers
In an emergency bus drivers will:
1. Supervise the care of students if disaster occurs while the students are on the bus.
2. Transfer students to a new location when directed by the director of transportation.
Secretarial Staff
In an emergency, operate the telephones, monitor radio emergency broadcasts, act as messengers when directed, and in general carry out instructions and orders of the school principal or superintendent of schools.
This plan goes into effect upon the occurrence of any disaster or conditions taking place when the schools are not in session and preventing the normal operation of the schools.
Announcement of School Closing
The Superintendent of Schools or his designee will make the decision to close Olney schools based on existing emergency conditions, by 6:15 a.m. of the day in question.
Key personnel in the district will be notified by telephone of the decision.
All other district employees, students, and parents will be notified by radio and/or cable TV announcements. School emergency information will be provided to the Olney cable TV service by the Olney police department only. Any change in the regular schedule of Olney schools will be announced over the cable television emergency notification system and/or the following radio stations:
Radio station KSWA/1330 AM
KWKQ/107.1 FM
It is wise to anticipate that school will be held until notified otherwise. Parents, students, and employees are asked not to call the radio station, police station, school principals, or the school superintendent. Rather, they should tune their radio to KSWA 1330 AM or KWKQ/107.1 FM and await the official announcement.
This plan includes a description of the warning system, the general duties of key disaster personnel, and an emergency action guide for each type of disaster.
Warning system
Warning of an impending disaster can minimize casualties particularly if the warning is early enough to permit effective implementations of prescribed plans. Warnings are generally given in each school facility by means of appropriate signals transmitted over the PA or bell alarm system and, of course, may be transmitted by word of mouth.
It is necessary that all school personnel as well as students, be thoroughly familiar with the prescribed warning signals for each of the emergencies listed on the following pages which will be uniform for all schools of the Olney Independent School District.
If situations arise that necessitate the immediate removal of students from a campus or campuses, the following plan will be implemented:
1. The principal or campus administrator will notify the superintendent of the need to evacuate the school.
2. The appropriate number of bus drivers will be notified by the director of transportation to report to their previously assign campuses. (Any faculty member who is also a bus driver will serve as a driver during the emergency, and a pre-designated teacher will supervise his or her class.)
3. Students will be transported to a pre-determined evacuation site.
4. When it is determined that the situation no longer presents a threat to the students and teachers, they will be transported back to the schools.
5. If it is not practical to return students to the campus, parents will be notified by the local media as to the time and place that students may be picked up.
Teachers will record names of students as they are picked up.
